Electric scooters in Kansas City, MO, are subject to the same regulations as bicycles. Scooters must have a motor capable of propelling the vehicle up to a speed of 20 mph to be allowed in bicycle lanes. Riding on sidewalks, pedestrian areas, parks, or public lands is prohibited unless on a permanent or officially sanctioned temporary driveway. While helmets are not mandated by law, they are strongly advised for safety reasons.
The provisions of subsection (a) of this section shall not apply to any bicycle, foot scooter or similar vehicle which is equipped with an electric motor that is capable of propelling such vehicle at a speed not to exceed 20 miles per hour may drive within a bicycle lane.
No person shall drive any vehicle other than by human power upon a sidewalk, sidewalk area, park or public property, except upon a permanent or duly authorized temporary driveway.
